Anthem Blue Cross and Blue Shield Celebrates the First Year Anniversary of Healthy Indiana Plan 2.0

INDIANAPOLIS–(BUSINESS WIRE)–One year ago, Anthem Blue Cross and Blue Shield supported the
Centers for Medicare & Medicaid Services (CMS) and the efforts of
Governor Pence to bring affordable health care to more Hoosiers through
the Healthy Indiana Plan (HIP) 2.0. As a result of HIP, Anthem Blue
Cross and Blue Shield, which serves more than 40 percent of the HIP 2.0
population, has facilitated more than 75,000 total eye care and dentist
visits through the first seven months. Additionally, Hoosier Healthwise
members who transitioned to HIP have shown a 46 percent reduction in ER
utilization based on HEDIS data.

HIP 2.0 enables Hoosier adults between the ages of 19-64, with incomes
up to 138 percent of the federal poverty level to qualify for health
care coverage. HIP provides members with robust benefit offerings to
cover their health care needs including: doctors, specialists,
hospitals, prescription and behavioral health. Anthem also offers 20
trips to the doctor for those with transportation needs.

Anthem has been working with HIP members since the inception of the
program in 2008, and more than 128,000 Hoosier residents (41 percent of
HIP 2.0 population) receive care through Anthem.

health by paying a contribution to receive more encompassing benefits,”

are undeniable. Beyond the numbers and changed behaviors, is the fact
that every day we hear from members about how HIP expansion has helped
improve their lives.”

All HIP 2.0 plans include a Personal Wellness and Responsibility (POWER)
account which functions like a Health Savings Account (HSA) to help pay
for deductible expenses. The plans also include incentives for receiving
preventive services. Anthem Medicaid members in Indiana will enroll into
the HIP Plus or HIP Basic options, which offer different levels of
benefits and personal responsibility.

  • HIP Plus: members and the state of Indiana jointly fund a
    $2,500 POWER account, which allows members to contribute based on a
    sliding income scale. This option offers enhanced services such as
    vision and dental services, comprehensive prescription drug coverage,
    and includes maternity services with no cost-sharing for the duration
    of pregnancy.
  • HIP Basic: requires co-payments for all services, which may
    exceed the cost of monthly POWER account contributions required in
    Plus. This option uses an entirely state-funded POWER account to cover
    a $2,500 deductible and has more limited benefits with no Dental or
    Vision coverage. Maternity services are included with no cost-sharing
    for the duration of pregnancy.

HIP Anthem Blue Cross and Blue Shield Numbers

There’s been a dramatic reduction in ER utilization and HIP members are
taking personal responsibility in making decisions about their
healthcare:

  • Over 70 percent of members are enrolled in Plus
  • 45 percent of members have paid their POWER account in advance
  • Nearly 22,000 dental visits to date for members who enrolled in
    Feb-September
  • More than 52,000 eye care visits to date for members who enrolled in
    Feb-September
  • 90 percent of members applying via “Fast Track” are becoming eligible
    within 30 days of signing up for Anthem coverage
  • Approximately 90 percent of members are satisfied with overall
    healthcare based on survey results
  • Anthem has added more than 280 employees to assist HIP members
